## How to read this tracker

- The 28th Regime follows the EU's ordinary legislative procedure. The **European Commission** proposed the text. The **Council of the EU** has agreed its position; the **European Parliament** must adopt its own before the institutions negotiate one final version. The rules still require formal adoption and publication, followed by their application date. For the legal background, read the 28th Regime explained.

## What founders can do meanwhile

- Waiting for EU Inc is optional. A company you form in an EU country today, an Estonian OÜ, a Dutch BV, an Irish LTD, can trade across the single market, subject to local obligations. A later EU Inc conversion would depend on the final law and your circumstances. We compare every option in company formation in Europe.
