# EU Inc Now > EU Inc Now (euincnow.com) is an independent information and comparison website covering EU Inc, also called the 28th Regime, and European company formation. The site explains the proposal, tracks its progress and helps readers research national company forms and third-party providers. EU Inc Now does not provide company formation services. There are currently no affiliate or sponsorship arrangements. EU Inc is a proposal, not law yet. The European Commission published the draft 28th Regime regulation on 18 March 2026, and the form has no confirmed launch date. Founders can assess existing national forms, such as an Estonian OÜ. Online formation depends on supported digital identities and the national requirements. Each page has a text-only Markdown version at its URL with `.md` appended. The homepage uses `/index.md`. These versions contain factual text, tables and FAQs, without images, navigation or promotional blocks. External source URLs are listed once per file; internal links appear as plain text. Each file identifies its original HTML URL. The index below links to every indexable page's Markdown version. ## Key facts (legislative status checked 24 October 2026) - EU Inc, also called the 28th Regime, is a proposed optional harmonised company form in the legal order of each EU member state. National law still governs matters outside the harmonised rules. - Registration is not open. No launch date is confirmed. The Council agreed its negotiating position on 23 October 2026. Parliament's file 2026/0074(COD) still shows Awaiting committee decision at the 24 October check. - The Commission proposal COM(2026) 321 was published on 18 March 2026. Its 48-hour, maximum EUR 100 fast track is conditional. These are proposed terms, not a current registration service. - Article 109 of the Council mandate ST 14376/26 proposes general application on the last day of the 21st month after entry into force, with separate timing for Articles 24 and 30-32. The 7 September Presidency draft used 27 months; the Commission proposal used 12. The final timetable is not agreed. - Non-EU founders are permitted by the proposal, but Article 42(2) requires at least one EU-resident director. Ownership, director residence and digital identity checks are distinct conditions. - EU Inc does not establish a common corporate tax rate. Article 79 of the October Council mandate limits its proposed EU-ESO tax treatment to warrants issued when the company has fewer than 750 employees and annual turnover not exceeding EUR 150 million. These are conditions for the tax provisions, not a limit on incorporation. Final terms are not agreed. - Parliament's 9 July 2026 resolution on a possible 28th tax regime, 2025/2211(INI), is a separate policy resolution. It does not enact a tax system. - The EU-INC campaign reports 26,000+ founders, investors and operators combined, checked 11 October 2026. They support the campaign, not EU Inc Now. - An Estonian OÜ is a national company available today. e-Residency is a digital identity, not a company form or a tax residence. A future EU Inc conversion is not guaranteed. ## Official sources - [Parliament procedure file](https://oeil.europarl.europa.eu/oeil/en/procedure-file?reference=2026%2F0074%28COD%29) - [Council position adopted on 23 October 2026](https://www.consilium.europa.eu/en/press/press-releases/2026/10/23/eu-inc-council-adopts-position-on-a-new-eu-corporate-law-for-innovative-companies/) - [Council negotiating mandate ST 14376/26](https://data.consilium.europa.eu/doc/document/ST-14376-2026-INIT/en/pdf) - [Council Presidency second compromise text](https://data.consilium.europa.eu/doc/document/ST-12824-2026-INIT/en/pdf) - [Commission proposal and documents](https://commission.europa.eu/topics/business-and-industry/company-law-and-corporate-governance/eu-inc-new-harmonised-corporate-legal-regime_en) ## Guides - [Blog and founder guides](https://euincnow.com/blog.md): Browse the existing guides by EU Inc, starting a company, costs and banking, or founder decisions. - [Compare two countries](https://euincnow.com/compare-countries.md): Select two of 43 jurisdictions to compare legal forms, capital, signing, costs and annual requirements.
