The status board
Five stages take the 28th Regime from proposal to a form you can register. The highlighted stage is where the file sits now.
- Proposal published 18 Mar 2026
- Parliament & Council examine Mid 2026 Now
- Political agreement Target: end 2026
- Adoption & transition ~12 months
- EU Inc goes live Expected 2027-2028
The Council's Company Law Working Party is examining the draft regulation article by article; the European Parliament's Legal Affairs Committee (JURI) is preparing its report.
The Parliament committee vote on rapporteur René Repasi's report is expected in September 2026, after the 17 July amendment deadline.
If political agreement lands around the end of 2026, the rules would apply roughly 12 months after adoption.
How to read this tracker
The 28th Regime follows the EU's ordinary legislative procedure. The European Commission proposed the text; the European Parliament and the Council of the EU now each build a position and then negotiate one final version. Every status above comes from that process, and none of it is law until the final regulation is adopted and published. For the plain-English legal background, read the 28th Regime explained; for each development as it happened, see EU Inc news.
What founders can do meanwhile
Waiting for EU Inc is optional. A company you form in an EU country today, an Estonian OÜ, a Dutch BV, an Irish LTD, works across the single market now and can adopt the EU Inc form later. We compare every option in company formation in Europe.
